Dr. William A. Duncan is Vice President for Government Affairs for the International Hyperbaric Medical Association, the organization responsible for the 2003 Medicare approval of diabetic foot wound treatment with hyperbaric oxygen treatment (HBOT), which reduces amputation rates by 75%.  The organization now focuses on HBOT for the single most expensive public health problem in America, untreated brain insults.  

Dr. Duncan is a registered lobbyist for Capitol Strategy Consultants, having previously served as Senior Vice President at Capitol Hill Consulting Group.  His expertise includes healthcare, biomedical research, veterans, Department of Defense, criminal justice and public health arenas. He has extensive background in the congressional appropriations process and heath care regulations.

Duncan served Congressman Istook (R-OK) for ten years as staff representative to the House Committee on Appropriations Labor, Health and Human Services, and Education Subcommittee. He also handled welfare, Veterans Affairs, Commerce Justice State appropriations, taxation, and economic and budgetary issues.  He served on several task forces including creation of the National Center for Complementary and Alternative Medicine and the Medical Information and Treatment Access task force.

Dr. Duncan received his Doctorate in Political Science, Economics and Public Law from Idaho State University and his Masters in Business Administration from Boston University.
